Job Description

Precise job duties will vary based upon the candidate’s specific background, previous experience, education history, and unique qualifications. Candidates will be expected to support the State and local governments with the implementation of FEMA’s PA Program, including:  

  • Working closely with representatives of State and/or local governments to generate in-depth damage descriptions, scopes of work (SOW), and detailed cost estimates for the repair, restoration, and/or replacement of damaged infrastructure and facilities.

  • Performing visual inspections of sites to assess disaster-related damage. 

  • Compiling cost-related information   

  • Supplying technical guidance and support, as necessary

  • Compiling supporting documentation and updating information in FEMA’s Grants Portal system 

  • Generating accurate reports and providing detailed analyses

Basic Qualifications

  • Minimum of 5 years of relevant professional experience

  • Exceptional skills in Microsoft Office Suite, primarily MS Excel and MS Word

  • Excellent verbal and written communication skills

  • Strong problem-solving and analytical skills

  • Ability to work independently and contribute as a team member

  • Capability to mobilize quickly (within 24-48 hours) and commit to a 6-month assignment in potentially remote and/or disaster-impacted locations

  • Desire to assist citizens affected by natural or manmade disasters with compassion and dedication to achieving efficient and cost-effective recovery

  • Ability to field inquiries from the general public and professionally interact with a wide variety of stakeholders, including State/local representatives, grant recipients, and FEMA employees

Additional Requirements, Desired Experience, and Skills

  • Working knowledge of:

    • FEMA’s Public Assistance Program and Policies

    • FEMA’s Grants Manager or Grants Portal systems 

  • Active FEMA badge preferred

Preferred Qualifications

Professionals with prior FEMA experience and specialized expertise are in high demand, including:

  • Mechanical, Structural, and Civil Engineering

  • Construction Management

  • Project Management

  • Estimating (RS Means, FEMA’s Cost Estimating Format) 

  • Accounting / Financial Analysis 

  • Environmental Protection

  • Urban Planning

Compensation

The compensation range for this role is $38/hr. to $64/hr.

Compensation is dependent upon education history and professional background, prior experience, and skill level, according to existing contractual requirements.

Per diem (food and lodging), and rapid reimbursement at GSA rates apply to all staff in deployed status.


Travel Requirement

These positions may require travel to disaster-affected areas for an extended period, on a case-by-case basis. Successful candidates must be willing and able to work in deployed status, away from home. Travel costs, including per diem, will be reimbursed at prevailing GSA rates.
