FEMA Direct Housing Program Associates

SRP Partners is looking for senior level Associates with strong management skills to support a variety of housing-related programs. These full-time temporary positions require previous experience and an expert knowledge of FEMA’s Direct Housing programs.

Successful applicants must be willing and able to deploy to disaster-affected areas where field work is being performed. See “Travel Requirement” section for more information.

Job Description

Specific assignments will vary based upon the successful candidate’s background, experience, education, and unique qualifications.  All Associates are expected to support the management and delivery of FEMA’s Direct Housing programs, especially:   

  • Managing and coordinating staff responsible for the delivery and installation of Temporary Transportable Housing Units (TTHUs)

  • Providing operational management and daily oversight of work performed by multiple subcontractors, including mobile home installers, carpenters, plumbers, and electricians

  • Developing and distributing reports regarding operational progress

  • Coordinating with the respective authorities having jurisdiction over the placement and installation of TTHUs, including obtaining all relevant permits (building, electrical, and temporary use)

  • Attending, and often facilitating, daily meetings with FEMA, States, and local jurisdictions regarding the progress of FEMA’s Direct Housing mission

  • Advocating on behalf of disaster survivors and alerting FEMA to any obstacles that may impede the successful implementation of FEMA’s Direct Housing programs

  • Supplying and maintaining up-to-date knowledge of FEMA’s Direct Housing programs  

Basic Qualifications

  • Minimum of 5 years of relevant professional experience

  • Ability to manage diverse teams of skilled construction professionals

  • Excellent verbal and written communication skills

  • Strong problem-solving and analytical skills

  • Proficiency in Microsoft Office Suite, primarily MS Excel and MS Word

  • Capability to mobilize quickly (within 48 hours) and commit to long-term assignments in austere conditions, generally within disaster-affected areas

Additional Requirements, Desired Experience, and Skills

  • Working knowledge of FEMA’s Direct Housing Program

  • Active FEMA badge or ability to obtain one

  • Prior experience in the following areas is strongly preferred:

    • Construction management

    • Cost estimating

    • Permitting / Code enforcement

Compensation

The compensation range for these positions is $52 to $70/hr. Compensation is dependent upon professional background, prior experience, and skill level, according to existing contractual guidelines. Staff in deployed status receive per diem (meals and lodging) at the prevailing GSA rate and receive rapid reimbursement of expenses.

Travel Requirement

These positions require working in disaster-affected areas for an extended period of time. Most Direct Housing deployments last 3-6 months. Successful candidates must be willing and able to work in deployed status, away from home.
